It's correct. I'm not terribly surprised you would think so though, there's been a bit of a factional dispute in the US Government between a camp that wants cooperation with China on Green Energy, led by John Kerry, and a camp that wants to discredit and isolate Chinese Green Energy on the global stage, under Jake Sullivan.

China is absolutely and unquestionably dominating green energy development. They are also dominating a lot of dirty energy development, but that does not change the first fact.
