I think EU Free movement can be restricted by a member state if the โmoverโ presents a genuine, present and sufficiently serious threat affecting one of the fundamental interests of society in order to restrict their free movement rights

True. I believe itโs more about the right to remain in another EU country. No country can block entry, but it can remove on grounds of public policy, security, etc. But knowing who he is, they could issue an order that would mean he could be removed if he tried to enter.

I hope he can't get a visa. He has committed a crime - how can he be allowed to travel ? France should ban his entry.
