Good Mark has gone toe to toe against 4 Viltrumites, including his father. Those punk-ass evil Marks have been going around smooshing humans. That's like a human squashing bugs; it's not gonna prepare you for a fight against Tyson. I don't think too many evil Marks would stand a chance against good Mark in a fair fight (not that they would fight fair.)
Not necessarily. This is light spoilers but >! some of the evil Marks were capable of killing Nolan and some even become the emperor of the Viltrumites or other various achievements that surpass our Mark. Most of them also get their powers much sooner than our Mark which leads to them becoming more powerful sooner. Plus, those evil Marks would still have things like Nolan pushing them to become stronger and could get more proper training from him. Not to mention that plenty of them would come from universes that are even tougher than the main universe where conquering Earth wouldn’t always be like “squashing bugs”!<

I would say any of the marks that joined Nolan would be stronger because they would have trained under Nolan
