This is my take, but I think this "incident" is setting up Cecil and Mark's eventual meltdown like we are going to see later. Knowing Levy, this is not going to end well for Mark, and he likely is going to blame Cecil for this: stopping this thing was his order after all.

I love how they're sowing the seeds of Mark and Cecil's confrontation, I'm interested to see if Darkwing will play a role in it given Midnight City was hinted at in the trailer.
