What people are upset about is the wasted potential for multiple skins. This collab was likely pieced together prior to the release of the show and its massive success. We got a cool skin with several ribbon features (an emote, glider, pickaxe, and back bling). Beyond the emote, all that stuff is wrapped up with the initial skin.
Beyond vault suits, there are literally dozens of options: generic ghoul/super mutant (glowing one/night kin variant options). For FO4 they could have done a Silver Shroud and Mechanist bundle. NCR Ranger and/or Legion/Caesar bundle. They have 6 major games to draw from and one skin. Fallout fans are used to micro transactions; they would have gobbled up what you fed them if it was relatively decent.
In comparison, MGS got Raiden as an alt skin in shop. Family Guy got a Giant Chicken. Fallout got a non-reactive backbling.
