There's been all kinds of items and skins that don't belong to sets over the years.

I probably have like 30 or 40 skins that aren't part of any sets.

Plunja, Enforcer, Jackie, Rook, Scarlet Defender, Wooly Warrior, Wingman, Blizzabelle, and these are just what i could find in my inventory with a quick scann

Mainly skins that came out by themselves or were early V-Buck 600 skins.

Tart Tycoon wasn't part of one, Starlie isn't part of one, some of the V-Buck 600 ones ARE part of sets even though they're solo skins, some aren't. I went through and counted and I got to like 20 when I was around a 1/4th through my skins.

Probably, just think the Pip Boy in particular makes more sense as Vault-Tec over the BoS. But you’re right if the Bobblehead is the only Vault-Tec item then we’re definitely getting more.

Sometimes (many times) they make a whole new set with one thing, and never add anything to that set ever again.

Who knows. I bought the Kaladin skin years ago which is a part of the “Cosmere Castaways Set”, and years later, no new skins in that series
