At least they know their payload will get off the ground and go that high. What goes up will eventually come down. As for the the person filming, they are probably in a concentration camp/ reeducation camp or where ever the Chinese government puts its citizens they want to silence.

The Chinese private sectors after their economic reform is one of the most studied subjects of western economists.
