Also there are not enough people who are able to be foster parents and heed the calling. Its the same with good social workers, there should be better ways to reward foster parents and social workers, then with more money in the foster system, we make sure there is better vetting, accountability.

Foster and foster-to-adopt likely need to be broken up and funded separately to get money where it needs to go.

But I also think we need parental rights reform, so children are not going through a near decade of emotional fuckery before rights are officially severed and those kids become legal to adopt. As for the adults, a lot of my fellow perspective adopters just plain do not want to get involved with foster-to-adopt because of how emotionally draining it is to not see a light at the end of the tunnel.

I agree, but I believe the process is tedious, due to the abuse done in the past. Historically the foster system has been weaponized against Native Americans, other minority groups. Also as you said the adults that actually give a damn and would be great Foster Parents are dissuaded because of the process.

To me its a shit show, and I think the system is purposefully built to cause the most damage possible. Capitalism must have a perpetual under class, at risk kids are deemed "not worth the effort" and just funneled into criminal justice system.

Bleeding Hearts will exhaust themselves trying to save individuals, but its the system itself that needs to be reformed from the top down. Give people universal access to childcare, contraceptives, tax credits for the kiddies, etc. This will help weed out the bad parents from the parents that make bad choices because they don't have any. Thus reducing the pool of children that we actually need to remove from homes.
