Advancing efficiency in the game Help!

I added a photo of how I distributed my upgrades I keep in mind that I need a lot of team for the GDA ops but I feel like my main team advences too slowly What is the right way forward? Where should I put my resources? F2P player btw

I personally mass invested in one toon for alliance purposes, hes now "maxed" . I'm now working on getting a B and C squad into the 5 mills so i can do the 3 GDA's effectively
