I've noticed the campaign actually lets the enemy have Common units upgraded to higher ranks even though we players aren't allowed to rank them up ourselves.

Yeah, late game you see them epic rank, level 400 or something and I cry every time. :(

if you have a strong team you can run the omniman op this week and get him sometimes, i think if you go over 100 waves you have a chance for him. got him once out of prob 5-8 runs of getting just a hair over 100
