Spoilers: Kind of, but you could argue Mark’s fights had him increasing in strength after each one, especially the ones where he basically gets ripped in half. Eve unlocks new abilities when she is in mortal danger. Rex is at his most powerful when he can sacrifice his body as an explosive. Samson has a brush with death and gets his powers back. Even Doc Sesmic gets tossed down a volcano and comes back with an army of lava men.
When Eve brought her and Mark back from the brink of death she made Mark stronger with her powers. Rex can't use his ultimate move more than once and he didn't unlock the ability to blow himself up after a few fights. Doc Seismic's technology is what allowed him to control the Lava men and it wasn't until way later that his entire physiology is changed. I don't think the comics explain how Samson lost his powers but you do have a point about how he got them back.
